Is area around W.Pender and Homer St intersection (Vancouver downtown) considered a safe place or is it a part of the infamous "East side"?

It's pretty much on the border. Thou as long as you're not walking down the dark alleys and stay on streets with cars, you're pretty much safe. Just don't flash your gold watch and fur coat around. Anyone wearing normal clothes even brand name stuff is fine.
That area is near some nightclubs too.
I've been around Downtown Eastside a bunch of times late at night, as long as you're not hostile or obnoxious no one will bother you. There are a bunch of chinese cultural clubs that happen within these areas.

Its downtown, eastside yes but, you are far more likely to get into trouble with the drunk idiots coming out of the nightclubs than the hobos down there.
Downtown is really a very safe place actually. The outer edges like around metrotown or new west are much more dangerous places.
Downtown you need to be worried about having your motor bike ripped off while you are not home, not bodily harm type crime.
Just try to look like you know where you are going at all times and that you belong wherever you are.

Actually according to the VPD downtown in general has some of the highest crime rates in Vancouver (not the GVR) When compared to crime rates from many of the the GVR city websites (just do some google searches, pretty easy to find this info) you will find that downtown Vancouver is still a fairly high crime rate. Not as bad as Surrey no... but places like New West are still over all better rated.
But that being said, in general, its not that bad for the average person. Just dont get involved with sketchy crowds.

Yes.
I walk Homer + Pender + surrounding streets daily, and have never had a problem. However, you will be asked for spare change :P

You'd be about two blocks west from where the largest homeless community is in the city. Go another two blocks and after that and you'd almost be dead center in it.
That being said, I'd still feel safe living there. And you won't be getting the "rundown neighbourhood/homeless line" scenery either. It's weird how that works...anyone else ever notice when they're driving on Hastings street how everything changes when you pass Cambie? You hit the bend in the road at the light at Cambie and you immediately go from skid row to a "standard" much cleaner downtown setting. And Homer street is ~two blocks west of Cambie. I totally agree with the other post that there are other places that are far more dangerous - homeless people aren't usually looking for trouble. You'll see them around but probably not many of them, and the worst they'll do is ask you for change.
